One thing I can say is it's difficult to sustain required Western troop level in Afghanistan with overstretched Western armies.

After the Senlis Council report which said the Taliban were closing in on Kabul, the Bush administration is now coming to the realization that fighting a full-blown insurgency with an undersized and overstretched military is hard work. And slowly but surely, they’re beginning to realize that choosing to fight two COINs at the same time was a really, really stupid idea.

I'm sure the Bush crowd would just say that the glass was half full and say everyone pointing out the darker Taliban colors were aiding the enemy.
